Rogue/old ones elements, like small groups who live in the ruins of the old ones, as they call them, but use abilities to power generators, nothing too high tech, but just small things, could be a criminal element who use the places as bases as not to be found in Hometowns. And using teleport mutants to get them to Hometowns, without being detected, sort of like a convoy for drugs/hard to find items/etc. (Courtesy Jessica May Jackson)
